Guwahati Revenue Circle Officer Arrested For Land Fraud

GUWAHATI: A major land fraud has been exposed in the Golaghat district, leading to the arrest of Lakhyajyoti Das, ACS, the former Revenue Circle Officer of Dispur Revenue Circle, who is currently serving as ADC in Nagaon district.

The case, registered under Dispur PS case no- 42/2024, U/s- 120(B)/420/468/471/409 IPC, involves fraudulent land mutation leading to the displacement of the genuine landowner.

The complainant, Sabir Shah, a resident of Shantipur, Ward No. 3, Golaghat, had purchased a plot of land at Dwarandha, near Rahman Hospital, Six Mile, from Prashanta Kumar Baruah on June 21, 2000. The mutation was duly executed in his name, and he remained in possession of the land until 2021.

However, in a shocking turn of events on January 29, 2021, Shah discovered that unknown individuals had occupied his land. Upon investigation, it was revealed that the land had been mutated in the name of one Purnima Bonjang, based on a Sale Deed bearing no. 6489/1976.

The mutation was allegedly carried out by Das during his tenure as the Revenue Circle Officer. The investigation brought to light several discrepancies.

The pages containing the copy of Sale Deed no- 6489/1976 were found missing in the Volume Book, raising questions about the authenticity of the deed. The scrutinization of the Index Registrar revealed that the mentioned Deed No. 6489/1976 was related to a Mortgaged Deed of Assam Electricity Board and had no connection to the sale of any plot of land.

Queries to the Revenue Circle Office, Dispur, revealed no records of mutation (4422/2012-2013) and questioned the legitimacy of the correction made by Das. Based on the evidence gathered, Das was arrested and taken into police custody for further interrogation.
