GUWAHATI: The Assam Cabinet has approved several amendments and new rules aimed at enhancing access to medical courses and ensuring the availability of specialist doctors, including two additional seats in medical and dental colleges for candidates from Assam. The decisions were taken during a cabinet meeting held on March 10, 2024.

Amendments to Admission Rules:

•    The cabinet approved amendments to "The Medical Colleges and Dental Colleges of Assam, (Regulation of Admission into 1st year MBBS/BDS courses) Rules, 2017 (as amended)" to rationalise seats reserved under the North East (NE) quota. The amendment reduces the NE quota from 12 to 10 seats, thereby freeing up two additional seats for candidates from Assam. This provision will come into effect after the first batch of MBBS students pass out from Government Medical College, Nagaland. Additionally, a reservation of 6% of total state quota seats in the MBBS course will be made for the Economically Weaker Section (EWS) category.

Admission Rules for Post-Doctoral Degree Courses:

•    The cabinet approved the Admission Rules for the Post-Doctoral (D.M. and M.Ch) Degree Courses in the Medical Colleges of the State of Assam, 2024. These rules aim to streamline the admission process for DM/M.Ch courses in line with National Medical Commission (NMC) guidelines. One significant provision requires DM/M.Ch candidates to complete one year of mandatory post-service in a government institution.

These amendments aim to bring uniformity and increase the pool of specialist doctors. Notably, the reservation for OBC/MOBC (NCL Group) will be increased from 15% to 27%, and the period of mandatory service for doctors will be extended from 1 year to 2 years. However, the government will have the option to release doctors before two years if their services are not required.
