GUWAHATI: The Government of Assam passed an order for digital stamping wherein the duty will now be paid by means of e-stamping, making physical non-judicial stamps obsolete, as of July 1.
As per the order, these rules shall be applicable only to the method of payment of stamp duty by means of a stamp printed or digitally generated, by electronic means to represent the payment of stamp duty.
Additionally, an endorsement so made under these rules through e-Stamping shall have the same effect as if the duty of an amount equal to the amount stated in the endorsement has been paid in respect thereof and such payment has been indicated on such instruments by means of stamps in accordance with the requirements of sub-section (2) of section 10 of the Act, as mentioned.
This decision aims to streamline the stamping process and provide a more efficient and transparent payment system.
The cabinet has also announced the upcoming notification of necessary rules governing digital stamping.
Starting from July 1 the sale of physical non-judicial stamps from treasuries has been discontinued throughout the state.
However, individuals and vendors who have purchased physical stamps before June 30, for legitimate transactions will be allowed to utilize them until September 30.
From October 1, non-judicial physical stamps will be completely phased out, except in special unforeseen cases.
In such exceptional circumstances, the use of physical stamps may be permitted by the District Registrar, subject to prior approval from the Superintendent of Stamps.
