An affidavit submitted by the additional secretary of the Department of Urban Affairs, Dispur outlined proposed measures to tackle pollution in the Bharalu river at Bharalumukh. The affidavit detailed plans for the construction of three Sewage Treatment Plants (STPs) at various locations, with Phase I and Phase II slated for completion by 2030.

During the hearing, High Court standing counsel advocate H.K. Das highlighted that while an action plan for the Bharalu river had been formulated in 2019, the state government only introduced a project to combat pollution in 2024.
