The scheme is a part of the Swadesh Darshan programme, as it aims to develop select destinations across India to boost tourism within the country. Under CBDD, a total of 42 destinations have been selected across four categories: Spiritual Tourism, Culture & Heritage, Vibrant Village Programme, and Ecotourism and Amrit Dharohar Sites.

Sivasagar has been chosen under the Ecotourism and Amrit Dharohar Sites category. The tourism ministry has provided a framework to state governments and union territory administrations for preparing detailed action plans and submitting project proposals.

The proposals under the scheme will be evaluated based on specific parameters and guidelines, as the ministry will assess them before final approval. The CBDD initiative incorporates both infrastructure-based (hard) and experience-enhancing (soft) interventions for the selected sites.
