His resignation comes after internal disagreement within the opposition over the Behali Legislative Assembly Constituency (LAC) bye-election, stated for the near future.

In a letter to the General Secretary of the Assam Sanmilita Morcha (ASOM), Borah explained that during a meeting of the opposition forum on October 18 in Guwahati, attended by senior Congress officials including All India Congress Committee (AICC) General Secretary, a proposal was introduced to form a five-member committee.

The committee was tasked with finalising the nomination for the Behali LAC, where the CPIM (L) had staked a claim. However, Borah revealed that the AICC has yet to accept the committee’s recommendation, causing frustration among allies.

Borah’s decision has particularly stemmed from the opposition’s unclear stance regarding the Behali seat. He had advocated for leaving the seat to their ally, the Communist Party of India (Marxist-Leninist) [CPIM (L)], but some Congress leaders expressed interest in contesting the seat themselves, thereby leading to a deadlock.

Opposition leaders called for a meeting on October 23, urging the Assam Pradesh Congress Committee (APCC) to clarify its position on the Behali seat by 10 AM tomorrow. Under pressure to enforce a decision that he could not implement, Borah chose to step down from his leadership role within the opposition unity.
