GUWAHATI: The authorities have issued specific Standard Operating Procedures (SOPs) for the distribution of "No Dues Certificates" under the Assam Micro Finance Incentive and Relief Scheme (AMFIRS), 2021 Category III, during a central function organised in the state. The guidelines aim to ensure a streamlined and efficient certificate distribution process.
Beneficiaries attending the central function within the district will receive their certificates on the same day. Counters will be set up, organised by lenders, and arranged in sufficient numbers to facilitate the smooth distribution of certificates.
Each counter will be managed by district administrative officials and representatives from the respective lenders. Lenders with a higher number of beneficiaries will be allocated more counters to expedite certificate distribution before sunset.
The counters will only open for certificate disbursement after the main function on the dais has concluded, and the Chief Guest has departed. This timing ensures order and discipline both within the event venue and at the distribution counters.
In cases where some certificates remain undistributed after the conclusion of the district's central function, these certificates will be provided to beneficiaries through block or Gram Panchayat (GP) wise programmes at a later date. Lenders will extend their necessary assistance for this purpose.
The District Commissioner will maintain close coordination with lenders to guarantee the successful execution of the programme on October 16 and ensure the disciplined and expedited distribution of certificates.
