GUWAHATI: The in-charge of the Khelmati police outpost has been placed under suspension along with an on-duty sentry at the time of the death of a detainee inside the outpost in Lakhimpur on Wednesday, May 22.

Assam Director General of Police G P Singh on Thursday said an independent inquiry has also been ordered into the incident by the Addl Superintendent of Police, Biswanath Chariali. All mandatory provisions of law & directions of NHRC/AHRC are being followed.
Besides, the Deputy Inspector General, Northern Range (DIG NR) has been directed to proceed to Khelmati immediately for further investigation.
On Wednesday, the police had brought Arsabh Ali, the deceased, to the outpost in connection with multiple theft cases. Ali was suspected to be the leader of a mobile phone theft gang.

He suddenly fell ill and collapsed on the floor, breathing his last. There are allegations of police excesses on him, but this has been denied.
Talking to GPlus, a police official from the Khelmati police outpost said, “The victim was not subjected to any form of violence. He suddenly started foaming at the mouth and collapsed. He was then declared dead. We assume it was a stroke or a heart attack but we are not sure. The body has been sent for post-mortem.”
Further investigations are underway.
