Unauthorised Occupants To Be Evicted From Government Lands In Karbi Anglong 

 

GUWAHATI: The Karbi Anglong Autonomous Council (KAAC) has issued directives for the eviction of unauthorized occupants from government lands in the region, citing violations of land regulations. The move comes in response to reports of encroachment and construction of temporary and permanent structures on Protected Grazing Reserve (PGR) and Village Grazing Reserve (VGR) lands under the jurisdiction of Donka and Phuloni Revenue Circles.

The Assistant Revenue Officers of Donka and Phuloni Revenue Circles submitted reports highlighting encroachments on PGR/VGR lands, prompting the Karbi Anglong Autonomous Council to intervene. Citing Paragraph 3(1)(a) of the 6th Schedule to the Constitution of India, the KAAC referred to the Karbi Anglong (Land & Revenue) Act, 1953, which adopts the Assam Land and Revenue Regulation 1886.

According to Settlement Rule 18, the authority is empowered to evict unauthorized occupants from government and grazing lands. The KAAC's decision aligns with a directive from the Supreme Court of India in the case of Jagpal Singh & others v. State of Punjab, urging states to take necessary measures for the eviction of illegal occupants of Gram Sabha/Gram Panchayat lands.

Considering the unauthorized possession of PGR/VGR lands by encroachers, the KAAC has directed the Assistant Revenue Officers of Donka and Phuloni Revenue Circles to initiate eviction proceedings against the unauthorized occupants. The directive emphasizes the importance of keeping the land for the common use of villagers, in accordance with the principles outlined by the Supreme Court.
