The initiative, launched in March 2023, aimed to rid the district of accumulated waste that had long plagued the region.

Under the leadership of Swapneel Paul, the District Commissioner of Tinsukia, and in coordination with municipal boards in Tinsukia, Doomdooma, Digboi, Margherita, and Makum, the project utilised Oil India Limited's CSR funds to implement bio-mining techniques for waste treatment. Over the course of a year, a total of 1.53 lakh metric tonnes (MT) of legacy waste was successfully treated across the district, as per reports.
