Guwahati bomb blast to affect festive season, ISL and India-West Indies ODI?

The bomb blast claimed by ULFA (I) in Guwahati has raised questions on the competency of the Home and the Intelligence department. What's even worse and saddening is that it took more than an hour for the city police to confirm that it was actually a bomb.

This incident, just ahead of the festive season and international sporting events in the city has raised concern among the citizens. After Durga Puja, the One Day International (ODI) between India and West Indies is scheduled to be held on October 21st at Barsapara Stadium. The second ISL home match between NEUFC and Jamshedpur FC is scheduled to be held on October 25th at Indira Gandhi Athletic Stadium, Guwahati.

People have questioned the preparedness of the administration ahead of such events. Just a day before this incident, Chief Minister Sarbananda Sonowal, while taking part in an open discussion on 'Co-Creating the India of 2022: Inclusive & Sustainable Development of Northeast' had called on several industrialists of the nation to invest in Assam for business.

The bomb blast that occurred in less than 24 hours of CM’s claim of Assam being a safe haven for investment shouts volume that not everything is what it looks like. 

While State Minister Siddhartha Bhattacharya and DGP Kuladhar Saikia have condemned ULFA (I) for the act and termed it 'cowardice', who exactly in Assam now stands responsible for the lives of the people of the state?
