Assam: Operational Guidelines Unveiled For UNNATI Scheme

 

GUWAHATI: The Assam government has introduced operational guidelines for the Uttar Poorva Transformative Industrialisation Scheme (UNNATI), 2024, aimed at fostering industrial growth in the Northeast region. These guidelines, issued alongside a notification on March 9, 2024, outline the framework for registering units under the scheme.

Key Highlights of the Guidelines:

•    The UNNATI scheme spans ten years, with an additional eight years of committed liabilities.
•    Units can register under the scheme from March 9, 2024, to March 8, 2034, along with eight years of committed liabilities.
•    The deadline for submitting applications to avail incentives is March 31, 2026, by 11:59 P.M.
•    All registered applications will be processed and disposed of by September 30, 2026, unless extended.
•    Zone A and Zone B lists will be issued separately for the scheme's implementation.
•    Units interested in availing incentives must apply through the online portal www.unnati.dpiit.gov.in and submit required documents, including a Detailed Project Report, land documents, incorporation certificate, and other relevant information.
•    Committees at both DPIIT and Secretary levels will review and approve unit registrations under the scheme.
•    Units cannot avail incentives under multiple government schemes simultaneously. Detailed criteria for incentive eligibility are outlined in the guidelines.
•    Applications and documents will be verified through site visits, and unit details will be geotagged for transparency.
•    After verification, applications will be recommended by Directorate of Industries & Commerce to the DPIIT Level Committee for final approval.
•    States have three months to process registration applications, and DPIIT must decide within 30 days. Monthly meetings of committees are mandatory for timely processing.
•    Detailed procedures for processing registration applications are provided in the guidelines.
•    Meeting minutes and lists of approved/rejected cases will be uploaded on the portal, with reasons provided for each decision.
•    DPIIT will issue registration certificates to approved units through the online portal.
•    Beneficiaries must adhere to the scheme's terms and conditions and furnish an undertaking to that effect.
