Assam Issues Regularisation Guidelines For Appointees In Polytechnics & Engg. Colleges

GUWAHATI: The Government of Assam has announced policy guidelines for the regularisation of employees appointed under Regulation 3(f) of the APSC Limitation of Functions Regulations, 1951.

This decision aims to address the long-standing issue of ad-hoc appointments made to meet emergency staffing needs across various departments in the state’s polytechnics and engineering colleges.

In a memorandum dated March 16, 2015, the government noted that many individuals initially appointed for short-term roles under Regulation 3(f) have continued in service for years without formal regularisation. Many of these appointees have surpassed the upper age limit for APSC interviews, leaving them without avenues for permanent positions.

“These temporary appointments cannot be regularised except through the regular recruitment process of the APSC or other competent authority,” Education Minister Ranoj Pegu shared on X.

To prevent similar situations in the future, the government has mandated that no new appointments under Regulation 3(f) will be made without prior approval from the Personnel and Finance Departments and the State Cabinet. Future appointments will be limited to a maximum of two extensions, after which services will be automatically terminated.

Departments are required to assess the number of Regulation 3(f) appointees and initiate recruitment processes for permanent positions within three months. Furthermore, a list of exceptional cases has been created, allowing individuals who have served between 9 to 22 years to be regularised against vacant posts.

The government plans to monitor the situation closely, requiring monthly reports on the status of Regulation 3(f) appointees until all cases are resolved.
