Chief Minister Himanta Biswa Sarma launched the distribution programme at the Veterinary Ground in Khanapara, where he sanctioned the allocation of funds for entrepreneurship activities among the Assamese youth.

This scheme aims to reduce unemployment, as it is not a complete loan, but also a grant intended to help entrepreneurs establish and grow their ventures. It assists the youth in two ways; ₹1 lakh as non-refundable government aid and another lakh as a bank loan. Thus, the government has promised to cover ₹2 lakh to 2 lakh entrepreneurs each.

"This will give wings to the aspirations of our citizens and harness their entrepreneurial energy," CM Sarma said on X. He further announced that 75,000 more aspiring entrepreneurs would benefit from the scheme in its second phase.

The CMAAA programme has pledged to cover a wide range of sectors, including agriculture, fisheries, and self-employment. Eligible candidates need to submit valid identification documents such as PAN or Aadhaar cards to collect their drafts.

Along with the financial aid, the entrepreneurs will additionally receive further assistance after completing three days of training related to their respective industries.
