Assam Government Announces Major Policy Changes In Land Ownership And Construction

 

GUWAHATI: The Assam government is implementing major policy changes to simplify land ownership and curb illegal construction. Under Mission Basundhara 3.0, the state is converting one-year land leases into full leases with  a 1% premium. This policy aims to simplify land ownership, eliminating the need for brokers in land dealings.

The announcement was made by Chief Minister Himanta Biswa Sarma during the launch of Mission Basundhara 3.0 on Sunday, October 20.

As part of the mission, the premium rates in urban areas have been drastically reduced, allowing residents to secure ownership of their lands more easily. This move is expected to benefit thousands of families, easing their access to formal land titles.

The state government has imposed a ban on constructing new houses in tea estates and rubber plantation areas, such as Guwahati’s Sunchali grant, Dibrugarh, and Tinsukia. This step is part of the government's zero-tolerance policy towards encroachment, particularly targeting unauthorised individuals and encroachers.

Sarma addressed the issue, stating, “Those who have built houses before December 2022 will be granted a one-time exemption. However, after Mission Basundhara 3.0 concludes, it will become a criminal offence. We can arrest people, and we have already amended the law to include criminal provisions."
