Assam Cabinet Approves Implementation Of Recommendations On Clause 6 Of Assam Accord

The implementation of the critical Clause 6 of Assam Accord has been hanging fire since its signing in 1985 

GUWAHATI: The Assam Cabinet approved the implementation of 57 out of the 67 recommendations made by the Justice (Retd) Biplab Sarma Commission, in its meeting on Wednesday, September 4.

The Commission, constituted by the Union Ministry of Home Affairs, was tasked with providing a roadmap for the implementation of Clause 6 of the Assam Accord, aimed at protecting the rights and interests of the Assamese people.

During a comprehensive discussion, the Cabinet reviewed the Commission's suggestions and greenlighted the majority of the proposals. However, 10 recommendations are still under consideration, and further in-depth discussions will be held with the Centre to reach a consensus on these points.

The approved recommendations will be applicable throughout the state, with the exception of areas covered under the 6th Schedule and the Barak Valley. In these regions, implementation will proceed only after obtaining approval from local authorities and the communities involved.

Additionally, the Cabinet has decided to form a group of ministers, who will engage with the All Assam Students’ Union (AASU) and other stakeholders. The aim is to create a clear roadmap and framework for the smooth and effective implementation of the recommendations.
The implementation process is expected to be completed by April 15, 2025.
