GUWAHATI: The University Grants Commission (UGC) has issued a notification regarding the implementation of the National Minimum Standards and Protocol for Creches (Operation and Management).

According to the Maternity Benefit (Amendment) Act, 2017, establishments with 50 or more employees are obligated to provide creche facilities within a specified distance.

In its official communication, the UGC highlighted, "In accordance with the Maternity Benefit (Amendment) Act, 2017, which mandates that 'every establishment having fifty or more employees shall have the facility of creche within such distance as may be prescribed, either separately or along with common facilities'. Consequently, the Ministry of Women and Child Development (MWCD) has devised the National Guidelines for Establishing and Operating Creches under the Maternity Benefit Act 2017."
A creche, as defined, is a childcare centre that offers a safe and nurturing environment for children while their parents or guardians are at work. These facilities prioritise the health of the children and provide them with nutritious meals, along with a secure atmosphere. Additionally, age-appropriate educational activities are incorporated to enhance the children's overall development.
The creche facility is intended to benefit children aged 6 months to 6 years, including those of temporary, daily wage, consultant, and contractual employees. The creche should be conveniently located near the workplace or in the vicinity of the beneficiaries, within a 500-meter radius. Operating hours should range from 8 to 10 hours per day.
Each creche unit can accommodate up to 30 children, with a recommended adult-to-child ratio of 1:10 for children under 3 years, supplemented by one helper, and 1:20 for children aged 3 to 6 years, also supported by one helper. Additionally, each creche should have a designated in-charge and a guard appointed to ensure the safety and security of the children.
