The commission is led by former Chief Justice of the Gauhati High Court, Ajai Lamba. It also includes retired Indian Administrative Services (IAS) officer Himanshu Shekhar Das and retired Indian Police Services (IPS) officer Aloka Prabhakar. Initially tasked with submitting a report within six months of its first sitting on November 20, 2023, the panel’s deadline has now been extended to a year.

The panel's mandate includes investigating the causes, sequence, and spread of the violence that targeted various communities. Additionally, the commission is responsible for determining whether there were any lapses or dereliction of duty by responsible authorities.

The commission is also tasked with addressing complaints or allegations brought forward by individuals or associations in connection with the violence.

Over 200 people have died while thousands have been displaced in the ethnic clashes that began in the state on May 3, 2023.

Even after over 16 months of the conflagration, there is no sign of peace returning anytime soon. At least 10 persons died over the past few days while the warring sides used drones to bomb and improvised rockets
