Manifesto Mania: What Is The ‘Nyay Patra’ And ‘Sankalp Patra’?

As the Lok Sabha elections are set to motion in Assam, Guwahati, the political hub of the state, is abuzz with preparations for the upcoming polls. With the third phase slated to commence on May 7, political fervor grips the city as citizens gear up to exercise their democratic right.

The two major political contenders, the Indian National Congress (INC) and the Bharatiya Janata Party (BJP), have unveiled their manifestos, outlining their vision and promises for the electorate.

Titled ‘Nyay Patra’ for the INC, and ‘Sankalp Patra’ for the BJP, these documents serve as blueprints for their respective agendas if elected to power.

Highlights from ‘Nyay Patra’ by Indian National Congress:

 

1. Economic Rejuvenation: The INC pledges to focus on reviving the economy through strategic investments, job creation, and support for small and medium enterprises (SMEs). They aim to bolster economic growth and ensure equitable distribution of resources.

 

2. Social Welfare: Prioritising the welfare of marginalised communities, the party promises to implement comprehensive social welfare programs aimed at poverty alleviation, education, healthcare, and women's empowerment.

 

3. Agricultural Reform: Recognising the agrarian sector's significance, the INC vows to implement agricultural reforms to improve farmers' livelihoods, ensure fair prices for their produce, and promote sustainable farming practices.

 

4. Environmental Conservation: With a commitment to environmental sustainability, the party pledges to enact policies to mitigate climate change, preserve natural habitats, and promote renewable energy initiatives.

 

5. Good Governance: Promising transparency and accountability in governance, the INC aims to combat corruption, strengthen democratic institutions, and uphold the rule of law.

 

Highlights from ‘Sankalp Patra’ by Bharatiya Janata Party:

 

1. National Security: The BJP prioritises national security and vows to bolster India's defense capabilities to safeguard its borders and tackle internal and external threats effectively.

 

2. Infrastructure Development: Emphasising infrastructure development as a cornerstone of progress, the party pledges to invest in the expansion of transportation networks, digital connectivity, and urban amenities to foster economic growth and development.

 

3. Healthcare Initiatives: In light of the ongoing global health crisis, the BJP commits to strengthening the healthcare infrastructure, ensuring access to quality healthcare services, and promoting public health awareness programs.

 

4. Digital Empowerment: With a focus on digital transformation, the party promises to harness technology to empower citizens, enhance governance efficiency, and bridge the digital divide across rural and urban areas.

 

5. Cultural Preservation: Recognising India's diverse cultural heritage, the BJP vows to preserve and promote traditional arts, languages, and customs, while fostering a sense of national pride and unity.

 

As Guwahati prepares for the polls, GPlus reaches out to the residents to gauge their sentiments and opinions regarding the promises made by the political parties.

Speaking to GPlus, Arman Ali, Executive Director, National Centre for Promotion of Employment for Disabled People (NCPEDP), said, "In the recent past and in the run up to the 2024 General Elections, the NCPEDP spearheaded an unprecedented effort to bring disability issues to the forefront of political discourse. In anticipation of the elections, NCPEDP initiated a series of consultations to gather input on key disability issues that could be integrated into mainstream political narratives. These consultations culminated in the creation of a first-of-its-kind manifesto - Manifesto for and by Citizens with Disabilities. This manifesto set a new standard and compelled major political parties to reconsider their approach to disability issues. The impact of this initiative has been significant, with nearly all major political actors, barring a few, incorporating disability concerns into their manifestos. This shift represents a dramatic and gratifying development, indicating a heightened awareness and commitment to addressing the needs of people with disabilities within the political sphere."

He further added, "The Congress Party's commitment to expanding constitutional protection against disability discrimination is a significant step. The BJP's focus on disability inclusion in housing schemes and access to assistive devices is commendable. The CPI (M) made history by releasing their manifesto in sign language and incorporating key demands from the Disability Manifesto. 

However, there's a need for more action, including health insurance coverage under Ayushman Bharat and increased representation in politics and policymaking among others. With more than 10 crore persons with disabilities in India, addressing disability rights issues, is crucial for their full participation in society."

Dipanita Sharma, a college student said, "I appreciate the INC's focus on social welfare and economic rejuvenation. As a young citizen, I believe these initiatives are crucial for building a better future for all."

Bhagin Nath, a small business owner said, "The BJP's emphasis on infrastructure development resonates with me. Improved infrastructure will not only boost business prospects but also enhance the overall quality of life in Guwahati."

Rajashree Mahanta, a homemaker said, "As a mother, healthcare is a significant concern for me. I hope whichever party wins the elections, prioritises healthcare reforms and ensures access to affordable and quality medical services for all."

Miguel Das, Child Rights Activist, shared, "Whenever political parties release their manifestos, we study them carefully. We've noticed that while they often have sections for farmers, youth and senior citizens, there's never one for children. Even though they mention child health and education in bits and pieces, they rarely focus comprehensively on child rights and child protection. Children are made invisible as they don't vote. I believe it is critical to change this perspective, and for parties to include a section for children, as children's issues are vast, and every political party has a responsibility towards addressing these issues. Every party should make sure to listen to, and to make a commitment to children by adding a special section for them in their manifestos."

With diverse opinions and expectations, the residents of Guwahati eagerly await the election results, hopeful that the promises made by the political parties will translate into tangible improvements in their lives and the overall development of the region. As the electoral process unfolds, the fate of Guwahati and its citizens hangs in the balance, awaiting the verdict.
