The stretch from the Regional Science Museum (Khanapara) to Jayanagar Chariali in Guwahati has long been known for its tranquil environment. With prominent establishments such as a school, a staff college, the IAS colony, various departmental colonies, a hospital, and several food joints, the area seemed to promise a peaceful retreat from the city's hustle and bustle. Yet, in recent times, this quiet stretch has been transformed into an unsanctioned arena for vehicular stunts and a hotspot for substance abuse, raising significant concerns for public safety and welfare.
Historically, the stretch has been less congested, providing a suitable pathway for leisurely walks and jogging for fitness enthusiasts. However, this tranquility is increasingly disrupted as vehicle enthusiasts gather to showcase their modified two and four-wheelers. In the evenings, both sides of the road are often crowded with young adults flaunting their automobile assets. What once were mere gatherings have evolved into platforms for racing, stunts, and other dangerous activities that jeopardise the safety of all road users.
These activities are not just confined to vehicular displays. The area has also become a gathering point for young people indulging in smoking and drinking, leading to a marked increase in public offences involving drugs, liquor, and marijuana. The combination of reckless driving and intoxication poses a dual threat to the community, endangering both the participants and the general public.
The local community is growing increasingly concerned about the implications of these activities. A frequent visitor to the area noted, "These kids are so sharp that they can easily evade the police with their vehicles. Lately, these gatherings have increased a lot. There are food stalls, pan shops, and empty spaces on both sides to do whatever they want. I believe police authority should be present here during the evening. Such sort of practices will stop."
A fitness enthusiast expressed their apprehension about the safety of joggers and walkers. "It’s unnerving when you’re just out for a jog and suddenly hear the roar of engines. It’s not just the noise; it’s the fear of an accident waiting to happen. We need this area to be safe for everyone."
An elderly resident also shared their worries: "The area used to be quiet and safe. Now, it’s chaotic and dangerous. We see these youths engaging in reckless behaviour, and it feels like there’s no control. Something needs to change before it’s too late."
In previous years, the area had been under strict surveillance, which successfully reduced the incidence of these activities. However, a perceived leniency from the authorities has allowed the problem to escalate once more. Despite routine patrols, young offenders are adept at evading law enforcement, continuing their activities once the patrols pass.
A senior traffic official, speaking to GPlus, stated, "We are absolutely strict against stunts and gimmicks on the road. Ultimately, it is about safety. We have assigned units to keep a check on that area. But, now that we are informed such a nuisance has been increasing, we will be stricter."
Yet, the effectiveness of these measures is questioned by the local community, which calls for a more visible and sustained police presence. Past incidents have shown that merely apprehending these youths does not deter them; instead, they return emboldened, often due to connections that enable them to escape significant repercussions.
The unchecked behaviour of these gatherings is not without serious consequences. There have been multiple reports of accidents in the area, some of which have been fatal. The chaotic atmosphere often leads to scuffles and altercations between groups, sometimes resulting in severe injuries. The environment suffers too, with litter strewn about, compromising sanitation and cleanliness.
The increasing volume of public disturbances poses a challenge to maintaining law and order. While some offenders are nabbed, they are frequently released with minimal consequences, perpetuating a cycle of impunity and escalating their disruptive behaviours.
Resolving this issue requires more than just a crackdown on the offenders. There is a need for a concerted effort involving local communities and law enforcement to reclaim this space for the public. Implementation of stricter penalties for those caught performing stunts or engaging in illegal activities could deter future offences. Utilising the spaces for proper revenue generation such as temporary organic food carts, local craft works etc. can provide the youths with no opportunity to continue their nuisance.
The transformation of the stretch from a peaceful locale to a hub of dangerous activity is a pressing concern that demands immediate attention. With the right interventions, it is possible to restore safety to this area, ensuring it remains a welcoming space for everyone—from fitness enthusiasts to families and the elderly.
By building a sense of responsibility and community among the youth and ensuring strict enforcement of laws, authorities can protect its citizens and prevent future tragedies. The road ahead may be challenging, but with collective effort, the community can reclaim its streets and ensure a safer environment for all.
