GUWAHATI: The Guwahati Commissionerate of Police has informed that all establishments including clubs, bars and others that wish to organize New Year party will have to take prior permission.
Deputy Commissioner of Police (Security and Intelligence) Bedanta Rajkhowa informed G Plus, "All who wish to organize any kind of party on 31st December must take permission. No one will be allowed to do so without permission."
However, the permissions come with certain terms and conditions.
One 25 people are allowed to gather at a time and all programs are to end by 12 am strictly.
The organizers are to ensure proper thermal screening at the entry gates. Wearing of mask is mandatory throughout the program. All COVID-19 protocols must be strictly adhered to while partying and social distancing is a must.
Volunteers/private security guards are to be deployed at the venues.
Further, there is a complete ban on bursting of fire crackers, especially between 10 pm to 6 am.
The program venues are to install sufficient CCTV cameras in and around the premises in consultation with local police stations.
"No objection certificate" has to be obtained from Phonographic Performance Limited, India, Guwahati Branch to play pre-recorded music like CDs, music players, etc, and from the Excise department for use or sale of alcoholic beverages.
Lastly, the Police Commissionerate has mentioned that in case of public complaint of inconvenience due to the program, the permission may be withdrawn after verification by the local police.
DCP Bedanta Rajkhowa further stated, "No curfew has been imposed on 31st December and 1st January particularly. But citizens need to know that section 144 is already a part of the COVID-19 protocols issued by the government that's already in place. Violators of the guidelines will be charged under section 188 of the Indian Penal Code."
