Because of lack of proper enforcement the buses keep violating the rule as a city bus can stop only for a minute at any bus stop
There are around 800 city buses plying in the city of Guwahati including Assam State Transport Corporation’s (ASTC’s) CNG and electric buses.

Though with the number of buses in the city public transport scenario should have been better and effective but the irony remains that because of lengthy waiting times by buses at bus stops residents are frustrated by the bus services and allege that there is no regulation by the traffic police or the transport department.
A resident of Rupnagar who travels to Panikhaiti daily for work talking to GPlus said, “It is very difficult to travel by bus as the buses stop for many minutes at bus stops and we get late for work,” adding that the green buses are comfortable and it was expected that at least green buses do not stop long at bus stops but even the green buses are the same.
Another resident of Lokhra who travels to Maligaon for work daily said, “It is difficult to travel by bus as the halt time at bus stops is too long and it is difficult to manage the timings.”
A bus conductor said, “We have targets to meet, if we do not wait and pick-up passengers, how will we pay the owners.”
A Greenbush conductor said, “They have a target of ₹6500 every day. To fill the bus they have to wait at bus stops.”
A traffic police official said that regulating bus halt timings at bus stops is the duty of the transport department.
A source in the district transport office talking to GPlus said, “A bus can stop only for one minute at a bus stop or else the bus can be fined,” adding that many time transport officials regulate the rule and impose penalty on buses but every time it is not possible because of lack of manpower. So regulation and enforcement of the rule is less and passengers keep getting harassed."
