Digital Life Certificate Campaign 3.0 Underway In Assam

GUWAHATI: The Department of Pension & Pensioners' Welfare (DoPPW) has launched its month-long Nationwide Digital Life Certificate (DLC) Campaign 3.0 to simplify the life certificate submission process for central government pensioners across the country. Running from November 1 to 30, the campaign spans over 800 cities and districts, bringing together multiple stakeholders under a "Whole of Government" approach.

This year’s campaign includes an extensive drive in Assam, with dedicated camps in over 25 cities and towns, including Guwahati, Barpeta, Dhubri, Kokrajhar, Nagaon, Tinsukia, and Nalbari. In Nalbari, India Post Payments Bank (IPPB) has organised camps at more than 200 branch post offices, covering areas such as Mugkuchi, Suradi, Barazara, Bori, and Barajal. Camps have also been set up at the Nalbari Head Post Office, Chowkbazar Sub Post Office, and Milanpur Sub Post Office. Dilip Kumar Sahu, Under Secretary at DoPPW, visited these camps to guide pensioners on using face authentication technology for DLC submission.

The initiative is backed by a coalition that includes Banks, IPPB, Pensioners' Associations, UIDAI, MeitY, Ministry of Defence, Ministry of Railways, and the Department of Telecommunications. Staff members equipped with smartphones are assisting pensioners at various locations, while special provisions, including home visits, cater to super senior and bed-ridden pensioners.

DoPPW introduced DLC submission via face authentication in 2021, enabling pensioners to submit life certificates through any Android smartphone. This innovation eliminates the need for external biometric devices, making the process more accessible and affordable.

The 2024 campaign builds on the success of previous years. The 2022 campaign saw over 1.41 crore DLCs submitted, including 42 lakh from Central Government pensioners. In 2023, more than 1.47 crore DLCs were collected, with 45 lakh from Central Government pensioners.
