Centre Launches Pilot Programme For Cashless Treatment Of Road Accident Victims

GUWAHATI: In a recent move aimed at reducing fatalities from road accidents and fulfilling its legal obligations under section 162 of the Motor Vehicles Act, 1988, the Government of India is set to launch a pilot programme to provide cashless treatment to victims of road accidents caused by motor vehicles.

Developed under the supervision of the Ministry of Road Transport and Highways, the pilot programme will kickstart in Chandigarh. Its primary objective is to establish a robust ecosystem for delivering prompt medical care to road accident victims, especially during the critical golden hour period.

The National Health Authority (NHA) will spearhead the implementation of the pilot programme in collaboration with law enforcement agencies, hospitals, and State Health Agencies (SHA).

Key Features of the Pilot Programme:

•    Victims will receive cashless treatment up to a maximum of Rs. 1.5 lakhs per accident per person for a duration of up to 7 days from the date of the accident.
•    The cashless treatment facility will cover all road accidents caused by the use of motor vehicles on any category of road.
•    Trauma and polytrauma cases will benefit from AB PM-JAY packages, which are being incorporated into the programme.
•    Hospitals will raise claims for the treatment provided, which will be reimbursed from the Motor Vehicle Accident Fund.

The programme will leverage an integrated IT platform that combines the functionalities of the eDAR application of the Ministry of Road Transport and Highways with the Transaction Management System (TMS) of the National Health Authority. Based on the outcomes of the pilot programme, the government will assess the feasibility of expanding the cashless treatment facility nationwide.
