Assam Tables Bill In Assembly To Regulate Coaching Institutes

GUWAHATI: The Assam government on Friday, March 21, introduced the Assam Coaching Institutes (Control and Regulation) Bill, 2025, in the state assembly to establish a regulatory framework for private coaching institutes. The bill has been pushed to ensure adherence to guidelines, bring transparency, and safeguard student welfare.

“Committed to student welfare,” Chief Minister Himanta Biswa Sarma shared the development on X. “Today, in the Assam Assembly we tabled The 'Assam Coaching Institutes(Control and Regulation), Bill 2025 will ensure strict adherence to rules, bring transparency in private coaching institutes and help in the overall welfare of students.”

The legislation has proposed a set of regulations, including maintaining a healthy teacher-student ratio, informing students about exam difficulty levels, and conducting aptitude tests before enrolment. Institutes will also be required to provide details on career options beyond engineering and medical fields.

The bill has additionally included a strict code of conduct for coaching institutes, prohibiting misleading advertisements, enrolling students below 16 years, and engaging unqualified tutors. A minimum space requirement of one square meter per student has also been mandated. Furthermore, coaching centres must also obtain prior security clearance and maintain a valid trade license.

All existing coaching institutes have been instructed to register within 30 days of the bill’s enactment. As for new institutes, they will require registration with the respective district commissioner before commencing operations. Institutions will also need to furnish details about their curriculum, class schedules, teacher qualifications, and infrastructure.
