Assam SEC Revises Panchayat Electoral Roll Using Advanced Online System

 

GUWAHATI: The Assam State Election Commission (SEC) has updated the electoral roll for Panchayati Raj Institutions (PRIs) via the Online Electoral Roll Management System (OERMS). Developed by NIC, Assam, the system was first implemented to publish the Assam Panchayat Electoral Roll on September 29, 2023.

To expedite the voter list for the upcoming panchayat elections, the SEC implemented a two-phase process. The first phase updated the 2023 Assam Panchayat Roll using the Assembly Rolls published on February 8 2024. The second phase will align the electoral roll with the newly redefined boundaries of Gaon Panchayats, Anchalik Panchayats, and Zilla Parishads.

This revision also follows amendments to the Assam Panchayat Act, 1994, made in October 2023. The amendments introduced Section 3A, establishing District Delimitation Commissions, which delayed the Panchayat elections originally scheduled for December 2023.

The SEC has additionally laid out a detailed schedule for the roll preparation:

Preliminary Training: Remote sessions for officials, effective November 21-24.
Reorganisation: Assigning voters to newly delimited constituencies from November 25 to December 10.
Draft Rolls Publication: December 11.
Public Display: Available at Panchayat, Zilla Parishad, and Block offices, on OERMS, and district websites, December 12-13.
Claims and Objections: Accepted December 14-21.
Review of Claims: Finalised by December 26, when the updated electoral rolls will be published.

District commissioners will then release the final voter list, with January 1, 2025, as the eligibility date for voters.
