GUWAHATI: A notification issued by the Government of Assam Public Works Roads Department (PWRD) revealed promotions and appointments of various engineers to higher positions in the department. Here is a summary of the orders:
Santosh Kumar Roy, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Deputy Secretary (Building) to the Government of Assam.
Madhumita Dey, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Superintending Engineer (C), Cachar Road Circle.
Annada Prasad Sarma, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Superintending Engineer (C), Traffic Engineering Cell.
Jogendra Das, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Deputy Secretary (Budget) to the Government of Assam.

Bikash Ch. Pangging, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Superintending Engineer, Dibrugarh Road Circle.
Prasanta Salkia, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Superintending Engineer, Dibrugarh NH Circle.
Rahul Deb Basumatary, Executive Engineer, is promoted and allowed to officiate as Superintending Engineer, posted as Superintending Engineer, Haflong Building & NEC Circle.
Sojib Bailung, Executive Engineer (C), Jorhat, Dergaon & Titabor Territorial Road Division, PWRD, has been directed to hand over the charge to Anupam Hazarika, the senior-most AEE(C) of the division. Anupam Hazarika will hold the charge in addition to his own duties until a substitute is posted and further orders are issued.
Anup Kr. Das, Executive Engineer (C), 0/o- the Chief Engineer (Road), State Bridge Design Branch, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C). He will now hold the position of Deputy Secretary (Works) to the Govt. of Assam, in the rank of Superintending Engineer(C), PWRD, against the existing vacant post.
Mridul Das, Executive Engineer (C), Jalukbari & Halo Territorial Road Division, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), Kamrup Road Circle, PWRD, against the existing vacant post. He will continue to hold the post of Executive Engineer (C), Jalukbari & Halo Territorial Road Division, PWRD, in addition to his new duties.
Paresh Haloi, Executive Engineer (C), Nalbari District Territorial Road Division, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), NEC Road Cell, 0/o- the Chief Engineer (Roads), PWRD, against the existing vacant post. Additionally, Paresh Haloi will hold the additional charge of State Quality Coordinator (SQC), PMGSY, Assam, in the Office of the Chief Engineer (Roads), PWRD.
Nirupam Borthakur, Executive Engineer Golaghat NH Division, PW(B&NII)D, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), 0/o- the Chief Engineer (NH Works), PW(B&NII)D, against the existing vacant post.

Nobel Ch. Deori, Executive Engineer (C), Iona' Territorial Road Division, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), PWD, in the rank of Deputy Secretary (Material) to the Govt. of Assam.
Khanin Ch. Boro, Executive Engineer (C), Bhabanipur, Patacharkuchi & Surukhetrl Territorial Road Division, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), Kokrajhar (R&B) Circle, PWRD, against the existing vacant post.
Gobind Singh-I, Executive Engineer (C), Batadroha, Dhing& Raha Territorial Road Division, PWRD, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), Morigaon Road Circle, PWRD, against the existing vacant post.
Dilip Kr. Deka (PwBD), Executive Engineer (C), Goalpara District Territorial & South Salmara Mankachar District Territorial Building Division, PW(B&NII)D, has been temporarily promoted and allowed to officiate as Superintending Engineer (C), Goalpara Building Circle, PW(B&NII)D, against the existing vacant post.
The above-mentioned temporary promotions and charge handovers of Executive Engineers to Superintending Engineers have been carried out in the interest of public service and to ensure the smooth functioning of the PWRD, Assam. The promotion of Bikash Ch. Pangqing will be subject to the final outcome of the WP(C) case number 1567/2022 (Bikash Ch. Pangqing -vs- State of Assam & Ors). Until further orders are issued, the concerned officers will continue to hold their current posts in addition to their new responsibilities.
