Assam CID Files 7000-Page Charge Sheet Against Misappropriation of Minority Scholarship

The Assam CID has prepared over 7000-page long charge sheet in connection with misappropriation of fund for minority scholarships. 


The CID PS Case No. 20/2020 under sections 120B/406/409/419/420/468/471 of the Indian Penal Code (IPC) added section 66C/66D of Information Technology Act has been related to the misappropriation of Government fund meant for the pre-matric scholarship for students belonging to minority communities.


The case was registered on the basis of a written FIR lodged on 28 August, 2020 by Mahmood Hassan, Director, Assam Minorities Development Board, and State Nodal Officer, Pre-Matric Scholarship for Minorities, Assam.


During the course of the investigation, several facts were revealed which led to the amalgamation of CID PS Case No. 19/2018 and Case No. 23/2018 with the instant case as per orders dated 01-12-2020 of the Court of CJM, Kamrup(M), Guwahati.


32 people have been arrested in connection with the case. This includes four headmasters, two EDPs (Electronic Data Processor), two Assistant Teachers, 2 Presidents of SMCs (School Management Committee), 8 owners of CSPs (Customer Service Points) of Banks and 14 Middlemen.


65 seizures were done during the investigation by CID. These seizures include (1) Laptops-14 (2) Mobile Phones- 13 (3) Hard Disk- 02 (4) CPU-01 (5) DVR-01 (6) Finger Print Scanner-01. Further, a large number of incriminating documents from a number of districts of Assam have been recovered.
