TRAI Mandates Voice-Only Vouchers To Benefit Non-Data Users

GUWAHATI: The Telecom Regulatory Authority of India (TRAI) recently directed all telecom operators to introduce vouchers exclusively for voice calls and SMS, ensuring consumers who do not require mobile data are not charged for it. This move has been implemented to provide cost-effective options for users amidst rising mobile tariffs.

TRAI clarified that while some operators had previously launched voice-only packs, these were retracted as they did not undergo the regulator’s review process. Under the new directive, all voice-only vouchers must comply with existing regulatory guidelines and be reported to TRAI within seven working days of their launch.

In a related clarification, TRAI also addressed reports on the 90-day validity for inactive SIM cards. Under the Telecom Consumer Protection Regulations (TCPR) 6th amendment, prepaid connections will not be deactivated for non-usage if users maintain a minimum balance of ₹20 or less. This provision, in effect for 11 years, allows consumers to retain their numbers without regular usage.

The initiative has arrived in response to consumer concerns over bundled recharge plans offered by major telecom operators, including Jio, Airtel, and Vi, which primarily combine voice, SMS, and data services. Users who do not require mobile data have expressed frustration over having to pay for it unnecessarily.

The new regulation is expected to alleviate this issue by providing alternatives tailored to consumer needs.
