GUWAHATI: Three senior Assam Civil Service (ACS) officers have been promoted and transferred by the state Government in the interest of public service, according to a notification issued by the Personnel Department.
Kimchin Lhangum, ACS (DR-2010), currently Additional District Commissioner of Cachar, has been promoted to Senior Grade I of the ACS. She will now officiate in Pay Band-4 with a salary between ₹30,000 and ₹1,10,000 per month, along with a Grade Pay of ₹16,900 and other admissible allowances. Following her promotion, she has been transferred and posted as Joint Secretary to the Government of Assam in the Personnel Department. Her new appointment will take effect after the conclusion of the ongoing Panchayat Election, 2025.
Damodar Barman, ACS (DR-2010), serving as Joint Secretary in the Panchayat & Rural Development Department, has been transferred and posted as Joint Secretary in the Election Department. Additionally, he has been appointed as Additional Chief Electoral Officer, Assam, following a directive from the Election Commission of India dated 9 April 2025.
Jimlee Saikia, ACS (DR-2010), currently serving as Deputy Secretary in the Election Department and Joint Chief Electoral Officer, Assam, has also been promoted to Senior Grade I. She will now officiate in Pay Band-4 with a salary ranging from ₹30,000 to ₹1,10,000 per month, along with a Grade Pay of ₹16,900 and other admissible allowances. Following her promotion, she has been posted as Joint Secretary to the Government of Assam in the Transport Department.
All three officers have been granted the option to exercise their choice for pay fixation within one month. Their inter-se seniority will be determined at a later stage, the notification added.
