GUWAHATI: A proposal has been recommended to the Ministry of Home Affairs, Government of India, to grant constitutional status to three Autonomous Councils - Rabha Hasong Autonomous Council, Mising Autonomous Council, and Tiwa Autonomous Council, during the Assam State Cabinet Meeting convened on January 7.
The main motive behind this recommendation is to empower these councils with enhanced financial capabilities, enabling them to lead developmental initiatives specifically catering to the welfare of the Scheduled Tribe population residing in their respective council areas.
The government to focus on the tribal-dominated regions, has decided to advocate for constitutional status for three prominent Autonomous Councils. The Rabha Hasong Autonomous Council, Mising Autonomous Council, and Tiwa Autonomous Council are poised to receive greater recognition and authority, pending approval from the Ministry of Home Affairs, Government of India. The recommendation to provide constitutional status to the mentioned Autonomous Councils aims to grant these councils a more robust legal framework and increased autonomy in decision-making processes, hence providing local governance.
The primary rationale behind seeking constitutional status for the councils is to equip them with augmented financial powers. This empowerment will enable the Autonomous Councils to undertake and execute developmental activities with a specific focus on the well-being and progress of the Scheduled Tribe population residing in their respective areas.
The emphasis on Scheduled Tribe welfare is to target the unique developmental needs of tribal communities. The constitutional status and increased financial powers are envisaged to catalyze targeted initiatives for education, healthcare, infrastructure, and overall socio-economic development in these tribal regions.
