GUWAHATI: A legal notice has been issued to Akhil Gogoi, Member of the Sivasagar Legislative Assembly and President of the Central Committee of Raijor Dol, by the Officer-in-Charge of Sivasagar Police Station.
The notice addresses the alleged organisation of an “illegal” and “unconstitutional” "Sarbatmak Hartal" (general strike) in Assam by the "United Opposition Forum."

The notice highlights concerns about potential breaches of peace and security, disruption of normal life, road blockades, forceful closure of shops and businesses, and damage to public and private property, including railway and highway infrastructure.
Citing various judgments of the Supreme Court of India, Kerala High Court, and Gauhati High Court, the notice declares highway and railway track blockades as illegal and unconstitutional. Specifically, attention is drawn to an order passed by the Gauhati High Court in Writ Petition (C) 7570/2013 dated March 19, 2019.

The notice orders Akhil Gogoi and his organisation to withdraw the proposed "Sarbatmak Hartal" and cooperate in maintaining peace in the state. Failure to comply may result in legal action being taken against them, the notice warned. Additionally, the notice warns of legal consequences, including action under appropriate provisions of the Indian Penal Code and the Prevention of Damage to Public Property Act, 1984, in case of any damage to public or private property or injury to citizens during the Hartal.
