Palash Ranjan Baruah, a resident of Beltola, along with Himangshu Gogoi from Sivasagar, filed the complaint against Borbora for assaulting Gyandeep Hazarika of Tezpur. The incident reportedly occurred near the Jail Road traffic point in Fancy Bazar at around 8 PM, after Hazarika allegedly broke a traffic signal.

The complaint described the officer's actions as "barbaric and unwarranted," stating that the incident, widely shared on social media, had caused severe mental anguish to the victim, his family, and the general public. It further alleged that Borbora's behaviour constituted a misuse of power and a violation of fundamental rights.

The FIR requested the registration of a case under relevant sections of the law, the initiation of criminal proceedings, and Borbora's immediate dismissal. The complainants emphasised the need for strict and transparent action to restore public confidence in the police force.

The video of the assault, posted by GPlus, went viral and prompted swift action by Assam DGP GP Singh, who announced Borbora's suspension via a tweet. "The behaviour of Insp Bhargav Borbora, OC Panbazar, is unacceptable. He is being placed under suspension with immediate effect, and a Departmental Enquiry has been ordered. CP Guwahati has been advised to post another officer immediately," Singh stated.

Police Commissioner Diganta Barah confirmed that Borbora had been "immediately closed to Ordinary Reserve pending formal enquiry."

Following the incident, the Office of the Commissioner of Police, Guwahati, replaced Borbora with Manjit Terang as the Officer-in-Charge of Panbazar Police Station.

While talking to GPlus, a police official from Panbazar Police Station acknowledged receiving the complaint.
