GUWAHATI: Diwali celebrations in Guwahati has shed light on troubling safety lapses across the city’s busy firecracker markets. Despite stringent guidelines set forth by the Commissioner of Police, many vendors have neglected basic fire safety measures, including failing to keep fire extinguishers at hand, placing public safety at considerable risk.

Citizens and officials alike have voiced concerns, highlighting the need for stricter oversight of firecracker sales. GPlus found several firecracker vendors in busy areas like Fancy Bazaar, Paltan Bazaar, and Beltola without essential safety equipment. Although the district administration had mandated licensing requirements, the absence of fire extinguishers and other protective gear points to a gap between regulatory intent and actual enforcement.
An official from the Fire Safety Department commented anonymously, “It is surprising and concerning to find that many vendors met licensing requirements but are ignoring fundamental safety protocols. Fire extinguishers are a non-negotiable safety measure, especially in shops selling fireworks. The oversight this year has highlighted a need for stricter safety enforcement before next Diwali.”
The discovery of these safety lapses has left residents disillusioned, with many calling for better safety assurances in future festive seasons. “Diwali is a time of joy, but safety cannot be compromised. Allowing shops to sell crackers without basic fire extinguishers puts not only vendors but everyone nearby at risk,” said Sandeep Nath, a local resident. The lack of safety measures has kept many from visiting firecracker markets without proper safety protocols.
Fire incidents during Diwali are not unheard of in Guwahati. In past years, improper handling of fireworks and negligence in safety precautions have led to unfortunate accidents. These incidents have sparked public demand for stronger preventive measures, with many urging authorities to ensure all firecracker vendors comply with safety requirements strictly.
In addition to issuing licenses, the District Administration has imposed rules for vendors to follow comprehensive safety measures, including displaying licenses visibly, storing fire extinguishers on-site, and selling only government-approved green crackers. However, the oversight of these guidelines in many shops reveals a significant gap in safety management.
As Diwali approached, Guwahati Police and the fire department issued a comprehensive set of do’s and don’ts to ensure public safety and reduce the risk of accidents during celebrations. The directives were aimed at both vendors and the public, stressing cautious handling and environmental responsibility. These were among the safety guidelines shared:
Do’s:
1. Buy from Licensed Vendors:
Purchasing from licensed vendors ensures the shop has been inspected and approved for safety, a step that gives customers greater confidence.
2. Use Fireworks in Open Spaces: Firecrackers should be lit in open, well-ventilated areas to prevent accidents and reduce fire risks.
3. Dispose of Firecracker Remains Responsibly:Collect used firecracker debris and dispose of it safely to prevent hazards.
4. Follow the Permitted Time: As per city regulations, firecrackers were allowed only from 8:00 p.m. to 10:00 p.m. on Diwali night.
5. Have Water or Sand Nearby: Keeping water or sand close to the fireworks display area is essential for extinguishing any small accidental fires immediately.
Don’ts
1. Avoid Indoor Fireworks: Firecrackers should not be used indoors, as enclosed spaces significantly increase fire risks.2. Fireworks for Unsupervised Minors: Young children should not handle fireworks unsupervised, as this can lead to accidents.
3. Do Not Use High-Decibel Fireworks: Loud crackers that exceed permissible decibel levels can cause health issues and distress to animals.
4. Inflammable Items: Avoid lighting fireworks near vehicles, fuel sources, or other flammable items.
5. Avoid Roadside Fireworks: Bursting firecrackers on roads disrupts traffic and can lead to accidents.
These guidelines, issued by the Commissioner of Police, seek to create a safe environment for the celebration and prevent any unfortunate incidents. The officials also stressed that any violation of these rules would result in fines or other legal consequences.
With mounting scrutiny, many vendors rushed to comply with safety protocols but argued that they were not adequately informed of the specific requirements, such as mandatory fire extinguishers. “We were informed that we needed licenses, but there was no clear mention that fire extinguishers were compulsory,” stated one vendor in Fancy Bazaar, preferring to remain anonymous. “A checklist or a guideline from the administration would have helped us understand what was necessary. We’re left guessing about requirements.”
However, officials have dismissed these claims, insisting that all licensed vendors were fully briefed on safety measures. “Guidelines were communicated to every licensed vendor. Not having a fire extinguisher in a shop selling fireworks is a serious safety lapse,” noted an official from the district administration. “It’s evident some vendors have chosen to ignore these instructions, and they will face penalties."
To prevent similar lapses in the future, Guwahati authorities have promised to tighten safety measures and introduce stricter inspections of firecracker vendors. Patrol teams will be deployed during festive seasons to ensure vendors display licenses, possess fire extinguishers, and maintain compliance with all safety standards. Repeat violations could lead to license suspension and further penalties, according to a police spokesperson.
