Assam Land And Revenue Service Rules Amended


GUWAHATI: The Assam Government, under the authority of the proviso to Article 309 of the Indian Constitution, has introduced amendments to the Assam Land and Revenue Service Rules, 2015. The amended rules are titled the "Assam Land and Revenue Service (Amendment) Rules, 2023" and came into effect upon their publication in the Official Gazette.

Under Rule 3 of the principal rules, sub-rule (1) has been revised to include the Junior Grade cadre, encompassing the positions of Circle Officer, Circle Officer (Attached), and any other post deemed equivalent to Assam Land and Revenue Service (Junior Grade) as determined by the Appointing Authority. Rule 5, sub-rule (1), has been amended to remove the reference to "Circle Officer" from between "Junior Grade" and "shall be" in the first line.

Rule 13 has been updated to specify that a member of the service in the Junior Grade is eligible for promotion to the Senior Grade time scale after completing ten years of continuous service from the date of appointment in the Junior Grade time scale on the first day of January of the selection year. The candidate must have also passed the Survey and Settlement Training Examination and other in-service trainings, while the Governor should be satisfied with their ability, integrity, and character.

A new sub-rule (3) has been introduced under Rule 25, granting members of the service the possibility of employment on deputation as decided by the Appointing Authority.
