Assam Implements Digital Signature Authentication For Salary Bills

 

GUWAHATI: In a recent development, the Assam Society for Comprehensive Financial Management (AS-CFMS), a registered society under the Finance Department, has announced the implementation of Digital Signature Certificate (DSC) authentication in the Integrated Finance Management Information System (IFMIS).

Jayant Narlikar, the Commissioner and Secretary to the Assam Government’s Finance Department and Project Director of ASPIRe issued a directive in this regard through a letter (Ref FD/13/2022-ASPIRe-Finance dated 12-04-2023) addressed to the Senior Most Secretary to the Assam Government.

The DSC-based authentication in IFMIS is currently in the implementation phase. Under this system, all Drawing and Disbursing Officers (DDOs) will be provided with DSC Dangles within a specific time frame. Treasury Officers will serve as the Single Point of Contact (SPOC) responsible for overseeing the onboarding process, including training and coordination in various districts and sub-districts.

To facilitate a smooth transition, user manuals, instructional videos, and training materials related to DSCs will be regularly uploaded to IFMIS (FinAssam). Additionally, a dedicated Help Desk Team is available to provide support directly within the system.

The Commissioner and Secretary to the Assam Government, Finance Department, and Project Director of ASPIRe have urged all concerned parties to ensure a seamless DSC onboarding process. This process includes registration, activation, Know Your Customer (KYC) verification, training, and other related activities. The deadline for completing this transition has been set for September 20.
