Assam: Former Dhubri ADC Arrested On Corruption Charges

GUWAHATI: Former Additional Deputy Commissioner (ADC) of Dhubri Saibar Rahman has been arrested on corruption charges on Tuesday, August 24. This was informed in an official statement by the Chief Minister's Special Vigilance Cell, Assam

Rahman was found in possession of disproportionate assets despite being a public servant, which is grounds for criminal misconduct for owning assets that are out of sync with his legal sources of income.

A complaint was received at the Chief Minister's Special Vigilance Cell alleging that Saibar Rahman, the then Dhubri ADC had acquired huge properties by illegal and corrupt means.

Accordingly, a regular inquiry was initiated as per the order of the Chief Minister's Office, Assam, Dispur. 

For the purpose of calculating income, assets, and expenditure and to work out amounts of disproportionate assets and flow of acquisition of properties in possession of the suspected officer a check period was taken from June 23, 2002, to April 30, 2021. During this period, information was collected about his acquisition of immovable properties.

"89 numbers of landed properties registered in either his or one of his two wife's names of which the market value will be more than 100 crores. During enquiry it was found that Mr. Saibar Rahman is in possession of assets (moveable and immoveable) to the tune of Rs. 6, 38,12,188/- (six crore thirty eight lakhs twelve thousand one hundred and eighty eight) which has been calculated upto 95% disproportionate assets against his known sources of Income," read the official statement.

"Thus upon finding sufficient documentary and material evidences against Mr. Saibar Rahman, the then Additional Deputy Commissioner, Dhubri, for intentionally enriching himself illicitly and committing criminal misconduct during the period of his office which is in contravention with the laws laid down in the Prevention of Corruption (Amendment) Act 2018, he is arrested today on 24.08.2021 at 2 PM," the statement added.
