Assam Cabinet: Development Blocks & Panchayats To Be Reorganised

GUWAHATI: The Assam Cabinet has approved a reorganisation and delimitation of Development Blocks, Gaon Panchayats, Anchalik Panchayats, and Zilla Parishads across the state. This decision is designed to align with the recent delimitation of Legislative Assembly Constituencies (LACs).

Key Aspects:

1.    Reorganisation of Development Blocks:
•    Single LAC Alignment: Each Development Block will be realigned to fall entirely within a single LAC. This move addresses the current mismatch where some blocks span multiple LACs.
•    Block Count: The total number of Development Blocks will not exceed the current count of 219. Each district will maintain its current number of Block Headquarters, ensuring no increase in administrative units.
•    District Allocation: For blocks currently split between multiple districts, the block will be allocated to the district where its headquarters are located.
•    Hill Districts: The reorganisation will not affect the Hill districts of Karbi Anglong, West Karbi Anglong, and Dima Hasao, as their existing blocks are already well-aligned with single LACs.
•    BTC and General Areas: The overlapping of blocks between the Bodoland Territorial Council (BTC) and general areas will be resolved.

2.    Gaon Panchayats (GPs):

•    GP Count: The number of GPs will remain unchanged post-delimitation. Each block will host a maximum of 17 GPs, maintaining current levels.

3.    Anchalik Panchayats (APs):

•    Automatic Adjustment: Given that APs are co-terminus with Development Blocks, their reorganisation will automatically follow the block reorganisation.

4.    Zilla Parishads (ZPs):

•    Rural LACs: Each rural LAC will have four ZPs.
•    Mixed Population LACs: For LACs with both urban and rural populations, there will be one ZP for every 30,000 people.

The delimitation process for GPs, APs, and ZPs is scheduled to be completed by August 30. Following the GP delimitation, the reorganisation of Development Blocks will be finalised by September 15.
