Assam Cabinet Announces Launch Of Mission Basundhara 3.0

GUWAHATI: The Assam Cabinet on Tuesday, October 8, has approved the launch of Mission Basundhara 3.0. The initiative, set to begin on October 19, 2024, aims to enhance land-related services through a digitised, citizen-centric framework, following the successful implementation of Mission Basundhara 1.0 and 2.0.

The key services of Mission Basundhara 3.0 are:

  1. Review of cases rejected under Mission Basundhara 2.0 that are pending for clarification. A relaxation of the three-generation criteria for Scheduled Castes (SC), Scheduled Tribes (ST), Tea Tribes, Ex-Tea Tribes, Adivasi, and Gorkha communities. Additionally, the three-generation domicile requirement will also be relaxed for applicants under Mission Basundhara 2.0 who hold a Refugee Certificate dated before March 25, 1971.
  2. The digitalised settlement of land for non-individual juridical entities, specifically for non-government institutions of public nature, which fall into three categories: Educational Institutions, Religious Institutions, and Socio-Cultural Institutions. These entities must have possessed the land for three years or more in rural areas and ten years or more in urban areas before October 1, 2021, to be considered for government land allotment.
  3. The settlement of erstwhile Bhoodan/Gramdan land.
  4. Ownership Rights to Occupancy Tenants in Town lands which were erstwhile Rural Lands
  5. Offering Reclassification suite
  6. End to end digitalisation of Annual Patta to PP Conversion with rationalised premium rates in urban area and peripheral areas
  7. Limited Conversion of Tea grant land to periodic patta
  8. Settlement of land under SVAMITVA NC Village Survey

In addition to Mission Basundhara 3.0, the Cabinet also approved the launch of two other services: 

  1. Launching of a digital repository for non-registrable and optionally registrable documents
  2. Publishing 304 draft maps prepared under the Re-Survey pilot for reconstruction of damaged/missing maps in Cadastral villages of Dibrugarh and Tinsukia in Bhunaksha for public viewing

Furthermore, the Cabinet approved a liberalised settlement premium of ₹5,000 per bigha for coffee and rubber plantation land.
