A senior police official from the crime branch while talking to GPlus said, "The lottery should just be a part of fun and games. There are no such guidelines for such games. But, if anyone tries to make a profit out of it then it is punishable. If anyone reports such an incident then the police won't hesitate to take action."
The Public Gambling Act of India aims to curb the menace of unregulated gambling, ensuring the protection of individuals from potential harm associated with such activities. The Act explicitly states that running or being in charge of a public gaming house is an offence, and penalties are imposed on those found guilty.

While speaking to GPlus, Nipu Dutta, a member of the organising committee from Silpukhuri said, "We have been celebrating for the last 20 years. Members of the society get together and celebrate the revered Magh Bihu. Apart from the rituals, the lottery has also been a part of it for a long time. We announce the winners on the day of Uruka. During that time more than 200 people come together to celebrate the festival."
"We take it as a fun activity, the excitement and unity which comes along during the game is a sight to watch for. We never thought of making profits out of it. The entire collection made from the tickets is around Rs. 25,000 and the expense for prizes is around Rs.15000. The remaining amount is used for 'meji' and other cultural activities," added Dutta.
The celebration of Bhogali Bihu involves various rituals, cultural performances, and communal feasts.
