Relaxations and Guidelines for Lockdown 3.0: A Ready Reckoner

GUWAHATI: In a press conference held at the conference room of National Health Mission on May 3 from 6 PM onwards, Assam Health and Finance Minister, Himanta Biswa Sarma, laid down a list of guidelines to be followed during the extended lockdown till May 17 as per directives of the Ministry of Home Affairs (MHA). 

Here are the important guidelines to be followed:

• Complete curfew in Assam from 6 pm to 6 am except for medical emergencies, medical professionals, pharmacies and media

• Private medical hospital/OPD lab services to resume and stay open up to 5 pm
•    Standalone shops will remain open up to 5 pm

• 1/3 street shops to open alternately on rotation basis up to 5pm, for example GS Road

• Market complexes and shopping complexes to remain closed

• Auto rickshaw / taxi / hand rickshaw to function (1 driver + 2 passengers)

• For two wheelers, no pillion driving on scooters with exception for ladies and children below 12 years.

• All construction (including private builders) activities to start with 50% manpower.

• Inter-district and intra-district movement of ASTC buses to function with 50% passengers and private buses to function with the authorization/permission of ASTC (strictly for Green Zone only)

• Government offices to have 50 percent employees over the earlier 33 percent

• Private offices to open with 50% manpower

• Tea stalls, restaurants, Mithai shops, ice cream parlours, juice shops, etc, to function on take away and home delivery basis. No dine-in strictly.

• Barber shops, salons, parlours to remain closed. Barbers and hair dressers or parlour employees can make home visits.

• Restriction of movement of vehicles carrying animals and birds into Assam.

• Weekly haats, fish and meat markets to remain closed.

• Women employees with upto 5 years old kid need not come to office.

• People below 12 years and above 65 years are not to come out of home.

• Use of mask, social distancing and sanitizer is compulsory. 

• Bars to remain closed.

• Footpath vendors not allowed.

• Gyms, swimming pools and educational institutions, sporting facilities to remain closed.
