GUWAHATI: The Congress party has released its manifesto for the upcoming LS poll that is set to begin on 11th April.
The manifesto, titled ‘Congress will deliver’, includes a host of promises in the forms of creating new jobs and filling up the current vacancies, initiate a new industrial policy, improve infrastructure, initiatives for the NE region, new schemes for the farmers, NYAY scheme, tax reform and others.
Highlights of Congress’s 52-pont manifesto -
Jobs-
Filling up all 4 lakh Central and institutional vacancies before March 2020
Create new Ministry of Industry, Services and Employment
Around 10 lakh new Seva Mitra positions in panchayats and urban local bodies
Expand ASHA programme
Industry-
Increase share of the country’s manufacturing sector from 16% of GDP to 25% in five years
Establish new industrial towns
‘Make for the world’ policy for Indian and foreign companies to invest in India
Urban policy-
Develop a comprehensive policy on urbanization
Build new towns, cities and satellite towns as well as new model of governance for towns and cities
Right to housing for urban poor and provide safeguard from arbitrary eviction
Minimum Income Support Programme (MISP) or Nyuntam Aay Yojana (NYAY)-
Rs 72,000 a year is promised to be transferred to the bank accounts of the poorest 20% of the families (5 crore families) under NYAY
New Planning Commission-
Substitute the Niti Aayog with a new Planning Commission
North Eastern States (NES)-
Restore special category status to the NES and a new industrial policy for the region
Immediate withdrawal of Citizenship Amendment Bill (CAB)
More financial assistance to Autonomous District Councils of NES
LGBTQIA+ rights-
Withdraw the Transgender Bill, 2018
Effective implementation of the judgment in Navtej Singh Johar case
Agriculture, farmers -
Promise to waive outstanding farm loans
A separate budget for the farmers called ‘Kishan Budget’
