GUWAHATI: The Police Commissioner of Guwahati has issued an advisory on Monday, November 4 in view of the upcoming Chhath Puja celebrations on November 7 and 8.

For public gatherings, organisers must secure permissions from local police stations, ensuring each site complies with safety guidelines and security requirements. Cooperation with local authorities and adherence to crowd control policies were emphasised, with specific guidelines for managing entry and exit points. Volunteers will play a key role in facilitating crowd movement and maintaining order at the ghats. The organisers are required to submit a list of all volunteers, who will also receive identification badges for easy recognition.
Authorities have mandated CCTV installations at major entry and exit points of ghats, as well as the creation of control rooms for real-time monitoring. Medical teams should be stationed on-site, ready to handle any emergencies, and an emergency zone has been designated for quick access if needed. Fire safety measures, including the provision of extinguishers and sand buckets, have also been made mandatory.
Environmental considerations are central to this year’s guidelines, with an emphasis on eco-friendly decorations and waste management practices. Non-biodegradable items are discouraged, and organisers are urged to minimise plastic use. Barricades should be set up to mark the safe zone for water entry, while boats with rescue teams should be on standby.
Authorities have restricted the use of loudspeakers, limiting volume and operational hours to respect local residents. In addition, the ghats have been designated as no-tobacco and no-alcohol zones, with visible signage reminding visitors of these restrictions. The police have also advised against any actions that might disturb public harmony and peace.
