According to reports, Tiwari was convicted for burning his wife to death in 1989 and was sentenced to life imprisonment the same year. He was arrested on May 31, 1989, and after serving over 15 years in prison, the Delhi High Court granted him two weeks' parole on November 21, 2005. However, he failed to return, and since then, he had been evading arrest.

Police officials reportedly said that recent technical and manual surveillance led to his identification in Prayagraj and the surrounding areas. Acting on these inputs, the authorities team raided his village and arrested him without resistance.

During interrogation, Tiwari confessed to deliberately avoiding detection. He refrained from using mobile phones, regularly changed his residence and workplace, and conducted all transactions in cash. According to a senior official, these measures were taken to ensure no electronic trail was left behind.

While on the run, Tiwari got married again and is now the father of four children. He had been working as a driver in various locations, keeping a low profile throughout.

Tiwari joined the Indian Army’s Ordnance Corps in 1986 as a driver but was dismissed after his conviction in 1989. The Delhi Police have informed the relevant authorities of his arrest, and further investigation is ongoing to ascertain whether he received any assistance while absconding.
