Coastal Shipping Bill Will Strengthen India’s Maritime Trade, Says Union Minister Sarbananda Sonowal

 

GUWAHATI: Union Shipping Minister Sarbananda Sonowal moved The Coastal Shipping Bill, 2024, in the Lok Sabha on Tuesday, April 1, emphasising its potential to promote coastal shipping as a cost-effective transport mode and reduce logistics costs. The Bill aims to unlock India’s maritime potential while providing a sustainable alternative to road and rail transport.

Sonowal stated that the proposed legislation establishes a dedicated legal framework for coastal trade, addressing regulatory gaps in the existing system, which primarily focuses on licensing and registration of merchant vessels. “This Bill provides the maritime sector a much-needed push with a dedicated legal framework for coastal trade,” he said.

The minister underlined that the Bill aligns with the National Logistics Policy, enhancing coastal shipping’s viability as an alternative to other transport modes. He also highlighted its environmental advantages, noting, “Coastal shipping is also a sustainable mode of transport, with much lower emissions compared to rail and road networks.”

Despite the government’s push, Opposition members raised concerns about centralisation and its potential impact on fishermen who rely on marine resources for their livelihood. They argued that increased central control could negatively affect coastal communities.

The proposed legislation is expected to transform India’s logistics and shipping sectors by strengthening maritime trade, reducing transportation expenses, and driving economic growth.
