Assam Official Ordered To Refund Misused School Funds In Dhubri

 

GUWAHATI: The Assam government recently ordered Debashis Sinha, Block Elementary Education Officer (BEEO) cum BMC, Gauripur in Dhubri, to refund ₹2.03 lakh or face accountability by February 27.

Citing financial irregularity, the directive has arrived after an inquiry conducted by the Inspector of Schools, Dhubri District Circle, the Deputy Inspector of Schools, and the Assistant Planning Officer (DEEO, Dhubri). The investigation has led to the discovery of serious lapses in financial management and oversight at the school.

The inquiry found that the head teacher had exclusive control over fund withdrawals from the School Management Committee (SMC) account, while the president’s role was limited to signing cheques. However, cheques were allegedly signed without verifying the utilisation of previously withdrawn funds.

Additionally, Sinha, who is also the former president of the SMC, relieved the head teacher without obtaining a Utilisation Certificate (UC) for the withdrawn amount. The absence of any documentation detailing where and how the funds were spent has raised concerns of possible embezzlement.

Authorities have warned Sinha that if the ₹2.03 lakh is not returned within this month, strict action will be initiated.
